Best strategy is to Sleep or Freeze, get to low health, then chuck Ultra Balls until turn 14 and Timer Balls afterwards. I'd say timer balls are most useful against a legendary pokemon but the only problem is that legendary pokemon are very powerful and you'd have to use quite a few items keeping your pokemon alive. Of course if you've already reached turn 21 and Ultra Balls are no longer the better ball I'd use timer balls.
